RLUSD's A2 Rating Still Leaves a Bankruptcy-Protection Gap

RLUSD's A2 Rating Still Leaves a Bankruptcy-Protection Gap

Moody's gave RLUSD investment-grade deposit ratings based on liquid reserves and 103% target coverage. The assessment still identifies legal and redemption limits that investors should not confuse with deposit insurance.

Moody's assigned Ripple USD an A2 long-term deposit rating and a P-1 short-term deposit rating, an unusual investment-grade credential for a stablecoin. The grades reflect RLUSD's reserve quality, coverage, liquidity and redemption arrangements, not a guarantee that the token will always trade at one dollar.

The reserve is predominantly invested in short-duration U.S. government assets and cash. Reporting on the Moody's action says Standard Custody & Trust Company, the Ripple subsidiary that issues RLUSD, targets reserve coverage of 103% of tokens outstanding. Most Treasury bills and cash are held at BNY, which Moody's rates Aa1.

Those features support the rating, but the legal structure still matters. Moody's noted that Standard Custody is not a bankruptcy-remote entity and that RLUSD holders do not currently have a direct ownership interest in the reserve. Segregated accounts and New York supervision reduce the risk, but they do not eliminate the possibility that an issuer bankruptcy or automatic stay could delay access to assets.

Redemption is also narrower than a bank-deposit analogy suggests. Qualified institutions onboarded by Standard Custody can redeem directly at par on a T+2 basis, according to reporting on the rating. A retail holder using an exchange may depend on that platform's liquidity and terms instead. The A2 and P-1 grades are credit opinions about redemption obligations; they are not Federal Deposit Insurance Corporation coverage and do not prevent secondary-market prices from moving away from one dollar.

The regulatory framework is changing. Ripple received final approval from the U.S. Office of the Comptroller of the Currency on October 26 to establish Ripple National Trust Bank. Its approved activities include managing RLUSD's segregated reserves and acting as collateral trustee for holders. RLUSD will nevertheless continue to be issued by Standard Custody under New York supervision, while the national trust bank begins operations.

Moody's also pointed to the GENIUS Act, scheduled to take effect in 2027, as a potential source of stronger reserve protection. The law is expected to exclude required stablecoin reserves from an issuer's bankruptcy estate. Until implementation is complete, investors should distinguish an expected statutory safeguard from a protection already operating today.

RLUSD launched in December 2024 and had reached roughly $2.5 billion of market value by late October 2026, according to Ripple. Scale can improve liquidity and institutional acceptance, but it does not replace reserve discipline or clear legal claims.

The rating is a meaningful validation of the assets and controls behind RLUSD. Its more important message, however, is conditional: the grade depends on reserve quality, overcollateralization, custody, liquidity and the legal route to redemption continuing to work. Investors should monitor those elements separately from Ripple's marketing and from movements in XRP.
