NuScale Downgrade Exposes the Gap Between Cash and Commercial Contracts

NuScale Downgrade Exposes the Gap Between Cash and Commercial Contracts

Barclays cut NuScale to Underweight and lowered its target to $5, arguing that delayed commercial milestones outweigh the comfort provided by the nuclear developer's $1.9 billion liquidity position.

Barclays downgraded NuScale Power to Underweight from Equal Weight and cut its price target to $5 from $11. The firm cited delays in commercial milestones and uncertainty around a proposed deployment with the Tennessee Valley Authority, according to The Fly.

The downgrade focuses attention on a central tension in NuScale's investment case. The company ended June with $1.9 billion in cash, cash equivalents and short- and long-term investments, yet its valuation depends on converting technology, partnerships and non-binding frameworks into funded reactor projects.

The TVA proposal is not yet a power purchase agreement

In September 2025, TVA and ENTRA1 Energy announced a non-binding collaboration to explore plants using NuScale's small modular reactor technology. The proposal could support as much as 6 gigawatts of generation, but it is not the same as a signed order or a definitive power purchase agreement.

NuScale said in its second-quarter update that ENTRA1 continued discussions with TVA toward a definitive agreement. Barclays sees a risk that those negotiations extend into 2027. A delay matters because manufacturing, licensing and project financing are difficult to advance at full scale without a committed buyer and a clear allocation of costs.

NuScale is also working with Romania's Nuclearelectrica and RoPower Nuclear on conditions for a proposed six-module project at a former coal plant in Doicesti. That effort is more advanced than many early-stage concepts, but it still requires additional contractual, regulatory and financing steps.

Liquidity came with substantial share issuance

NuScale's cash position is a genuine asset. Its SEC filing shows that the company sold about 89.7 million Class A shares during the first half of 2026, raising net proceeds of roughly $984.5 million. The financing strengthened liquidity but expanded the share count, illustrating the dilution risk that accompanies a long commercialization period.

The company also used more operating cash during the first half, including a $259.9 million payment to ENTRA1 and vendor prepayments. Investors therefore need to track both the headline cash balance and the rate at which capital is committed before projects begin generating recurring revenue.

NuScale's next results can clarify spending and negotiations, but the larger re-rating catalyst would be a definitive, financeable customer agreement. Until then, the $1.9 billion liquidity cushion reduces near-term funding pressure without eliminating the commercial execution risk behind Barclays' downgrade.
